Angular version #5

Magento 2.3.6-p1 (last upstream version with the web installer) packaged Angular 1.7.9. Is there a reason we have Angular 1.6.9 here?

The latest Angular version (no longer maintained) is 1.8.2. Can we use that, or would that require notable refactoring?

I've already tried installing it and the installer has crashed with some JS errors. It is on my TODO list, but I'm not an angular expert. Imho, we should do it, once we solve other issues and make sure it fully works for everyone.
