Use mariadb:10.3 instead of percona:5.7

According to Magento 2.3 technology stack requirements Magento 2.3.1 officially supports only the following versions of MariaDB: 10.0, 10.1, 10.2.

I am going to use the latest of supported versions - MariaDB 10.2.

UPD: switching to mariadb:10.3 in #51 since it was tested and reported as "working w/o issues" by few other devs
