There is an issue in the content of video "configuring plugin priority order with sort order" (https://www.mage2.tv/content/fundamentals/plugins/configuring-plugin-priority-order-with-sortorder/). Sorry, I think I am mistaken and this algorithm was not changed in Magento subsequent versions.
