Cemetery Illuminator is probably bugged with control change effects. #10878

Its Watcher is only keeping a set of MOR that were used, and is not taking account that multiple players are able to cast one spell each if the [[Cemetery Illuminator]] is mind controlled or threaten.

Keeping an issue open to debug it some day, and investigate the other similar effects.
