Implement draft leagues similar to MTGO

May be a lot of work to do, but modo have moved to having 8 player draft tables but then you can play anyone from other tables as well with your draft deck. It would slightly change your choices in drafting as there is less benefit to hate drafting certain cards.

This would be a welcome change. Not really because of hate drafting but because of players leaving due to not having good decks and/or connectivity issues. It's expected to happen with no entry fee but it's really sucks playing only 1 out of 3 matches per draft.

I would also draft on xmage way more if I only needed to set aside 50-60 minutes at a time to play rounds at my leisure. Would be a killer feature for sure.

Quick summary of ideas about Magic League from a discussion with @JayDi85

• Leagues as server tournament instances with server-stored event card inventory and X decks (limited to X max). Alternatively, decks can be local stored but are checked for legality against server card inventory.
• League can be assigned a format (Standard, etc.) or multiple sets (dropdown with multiple item selection via checkboxes)
• Leagues have X starting boosters (3-6) of specific sets (3-6 dropdown with search button, as currently implemented)
• Leagues can use either booster drops or league economy (currency)
• If booster drops, leagues give 1 booster of its assigned format (setting - can be random, rotated or user choice via dialog) or sets each X hours since league start, upon connection from the user. The giveaway needs to be claimed within the tournament window.
• If booster drops, league gives a booster also for each X wins or each X battles (ex: 0 wins for booster / 3 loses for booster is the IRL League format)
• If economy, leagues give X currency each X hours since league start, upon connection from the user. The giveaway needs to be claimed within the tournament window.
• If economy, league gives X currency on win and X currency on loss (ex: 50 currency for win, 10 currency for loss)
• If economy, currency is spent in in-league shop with boosters of all League legal sets or format. The opened booster is added to the card inventory (after being shown to user, so he is aware what new was added to his inventory).
