Blind Obedience causes Xenagod to enter tapped

Seeing how this is one of the most confusing interactions, here's how it should work according to the rules:

• If your devotion to GR is 7+ without counting Xenagos, it will enter as a creature tapped.
• If your devotion to GR is 5 or 6 without counting Xenagos, it will enter the battlefield as a creature untapped.
• If your devotion to GR is less than 5 without counting Xenagos, it will enter the battlefield untapped as a non-creature.

Yes, this is weird. This is because we need to predict a future event: Will Xenagos be a creature permanent or not? To do so, we check before it enters the battlefield (since it is a replacement effect) if our devotion to GR is 7+. If it is, Blind Obedience applies. If not, it doesn't apply.

The devotion was 3 including Xenagod, so I see no reason why it should enter tapped.
