I might be mistaken, but I believe this might actually be correct under the rules. Gatherer has this to say:
If an effect causes a God to lose all abilities, its ability that causes it to stop being a creature still applies if appropriate.
It's similar to how cards like [[Magus of the Moon]] and [[Dryad of the Ilysian Grove]] interact with ability-loss effects.
Magus of the Moon - (Gatherer) (Scryfall) (EDHREC)
{2}{R} Creature — Human Wizard 2/2 Nonbasic lands are Mountains.
Dryad of the Ilysian Grove - (Gatherer) (Scryfall) (EDHREC)
{2}{G} Enchantment Creature — Nymph Dryad 2/4 You may play an additional land on each of your turns. Lands you control are every basic land type in addition to their other types.
[[Oko, Thief of Crowns]]
Oko, Thief of Crowns - (Gatherer) (Scryfall) (EDHREC)
{1}{G}{U} Legendary Planeswalker — Oko 4 +2: Create a Food token. (It's an artifact with "{2}, {T}, Sacrifice this artifact: You gain 3 life.") +1: Target artifact or creature loses all abilities and becomes a green Elk creature with base power and toughness 3/3. −5: Exchange control of target artifact or creature you control and target creature an opponent controls with power 3 or less.
Shouldn't the Oko effect always have a newer timestamp than the God's ability, though? You can't Oko a God until it's already on the battlefield.
After being turned into Elk's by Oko, Thief of Crowns, Gods still revert to being enchantments once devotion is lost
