style transfer demo broken on colab #74

installing magenta and running the style transfer notebook code in colab(gpu) gives 👍 ImportError: This version of TensorFlow Probability requires TensorFlow version >= 1.14; Detected an installation of version 1.13.1. Please upgrade TensorFlow to proceed.

upgrading tf gives new errors
