Just had to cancel a maintenance, because we have theme overrides in our theme configuration page for mobile.
after some reasearch it appears the the vcl file was not being updated, nor was it warning the user that it needed to be updated. Additionally there is nothing in the user guide that mentions this: https://devdocs.magento.com/guides/v2.2/frontend-dev-guide/themes/theme-apply.html#theme-apply-except
at a very minimum the userguide should be updated, but a tool tip saying "re export the varnish VCL file and configure it please" would be better
