Description (*)
As a user, when shipping to a country that doesn't support regions in its address (e.g. Bermuda), I'm forced to select a region.
Expected behavior (*)
As a developer, I can know whether or not a given country supports regions and therefore can decide to enable/disable client-side validation for the user.
