Creditmemo on a non shipped order is adding saleable quantity

Preconditions (*)

Adobe Commerce version 2.4.5-p1 Magento Inventory version 1.2.5

Steps to reproduce (*)

1. Place an order with SKU 123 and 1 quantity
2. Invoice order
3. Credit memo from invoice (with refund online option) not returning item back in stock

Expected result (*)

• Refund item quantity shouldn't be added back to physical stock

Actual result (*)

• Refund item quantity is added back to physical stock

• Order not shipped: return to stock setting when doing a credit memo means compensate reservation.
• Order already shipped: return to stock setting when doing a credit memo will return product to stock Sorry!
