https://jira.corp.magento.com/browse/AC-3100 Add the @deprecated and @see tag check in Magento2/Sniffs/Commenting/ClassPropertyPHPDocFormattingSniff

There Should be a sniff for properties that checks that always that there is a @deprecated tag there exist a @see tag.
Otherwise a warning should be displayed.
There is a unit test that checks the behaviour stated above.
