Shipping methods doesn't work in 2.3.2

Preconditions (*)

1. Magento 2.3.2

Steps to reproduce (*)

1. Navigate to Stores>Configuration>Sales>Shipping Methods

Expected result (*)

1. Able to make changes and save the result

Actual result (*)

1. Save config and all the sales section menu buttons don't work, unlike all other menus that do. I get errors in the browser console on the page load:

This appears to be confined to the Shipping methods, so it makes me think its a possible bug.
