Login as customer opt-in checkbox not translatable

Preconditions (*)

Have Magento 2.4.2 with multiple website and store view in different languages

Steps to reproduce (*)

In back office > Stores > Configuration >Customers > Login as Customer
Look at the scope for fields "Title for Login as Customer opt-in checkbox" and "Login as Customer checkbox tooltip"

Expected result (*)

Fields "Title for Login as Customer opt-in checkbox" and "Login as Customer checkbox tooltip" must be for scope "Store view" So you can translate for storeview

Actual result (*)

Fields "Title for Login as Customer opt-in checkbox" and "Login as Customer checkbox tooltip" are for scope "Website" So you can't translate for storeview

Thanks for your reporting and collaboration.

We have verified the issue in Latest 2.4-develop instance and seems to be expected behaviour as per the magento devdocs https://experienceleague.adobe.com/en/docs/commerce-admin/config/customers/login-as-customer

Hence we are considering this as feature request.
