Preconditions and environment

Magento version 2.3.5-p2
Anything else that would help a developer reproduce the bug Tax ID connot be validated and was succesfully changing al the time Login as customer from Europe with a VIES controlled VAT nr

The system will get slow and very often you will have this message

Steps to reproduce

Login as a customer with account ( make first one) You are coming from Europe and do have a valid Tax ID Put a part in your cart example 177090-03500

When the system is slow you can have the message Your Tax ID cannot be validates, You will be charged tax...ect (Red) ( this customer will have to pay VAT and will receive less discount) => WRONG

How it have to be is the message Your VAT ID was succesfully validated, You will nog be charged tax ( Green)

Expected result

See before, the green story, no VAT and 20% discount

Actual result

See before the red story Customer have to pay VAT and only 5% discount

Thank you for reporting and collaboration.

Verified the issue on Magento 2.4-develop instance and we are getting as VAT iD as not a valid ID.

Steps to reproduce

Login as a customer with account ( make first one)
You are coming from Europe and do have a valid Tax ID
Put a part in your cart example 177090-03500
When the system is slow you can have the message
Your Tax ID cannot be validates, You will be charged tax...ect (Red)
( this customer will have to pay VAT and will receive less discount) => WRONG
How it have to be is the message
Your VAT ID was succesfully validated, You will nog be charged tax ( Green)

Kindly elaborate the steps to reproduce the issue and also refer this document https://experienceleague.adobe.com/docs/commerce-admin/stores-sales/site-store/taxes/vat.html#configure-vat regarding configuring VAT and let us know if you are still facing any issue.

The problem is not all the time. Some times it works, sometime it does not. In your screenshot you do not use a valid VAT, so you will always get the message You used the part number instead of VAT => Use for an account in Germany for example DE111663835

Verified the issue on Magento 2.4-develop instance and the issue is reproducible.Kindly refer the screenshots.

VAT ID is not validating while placing an order.Hence Confirming the issue.

The repoducing is wrong, you used the part numbers as a VAT nr and this will be always wrong for validation!! Thanks
