Manual create order in admin not working. Magento 2.4.6-p8

Preconditions and environment

Upgraded Magento 2.4.6-p5 to 2.4.6-p8

Steps to reproduce

Go to Sales => Orders and click the button "Create Order"

Expected result

Screen with shop selection

Actual result

An error is triggered, but not displayed in the screen. Also logfiles do not show anything.

I disabled all third-party modules, but the problem is still there.
