Your docs state: No VAT is charged if the merchant and customer are located in different EU countries

The rules are that if a customer is in another EU country they should be charged VAT unless they are a business and provide a valid VAT registration number.

This is not clear in your docs, nor is it clear how to implement this. On M1 we used to use a third party module to handle this but I think it was incorporated into core code.
