[bug]: @magento/upward-security-headers not published to the "npm" registry.

Describe the bug As the title mentioned @magento/upward-security-headers is not published. This issue occurs when you're updating a custom storefront. The reason it works on the PWA Studio mono-repo is because it's a local package.

To reproduce Steps to reproduce the behavior: try installing "@magento/upward-security-headers": "~0.0.1", from your storefront

Expected behavior should be published

Additional context Temp workaround is copying the extensions package from pwa studio to your project

Possible solutions publish @magento/upward-security-headers
