Patch [MDVA-39163]: #102

The issue this patch (MDVA-39163) addresses is still a problem in magento v2.4.5. So either this patch didn't get applied in the latest magento version, or something new has caused this issue to return.

Never mind. I just figured out that this was an issue with the FedEx settings not loading shipping methods in my staging/sandbox environment. Still not sure why that is happening, but when I turned on other shipping methods (like Flat Rate) it worked fine and shipping methods would populate in the graphql query when a cart was converted to a customer cart. Sorry for the false negative on this patch.
