Single quote being converted to double quote #33

Hi !

I am opening this issue because I had some problems in the admin section of Magento while browsing in French. As described in this issue: https://github.com/magento/magento2/issues/25610#issuecomment-565840561 , when I open the Resources Tree for Admin users, I get an error in the console.

This error get thrown because the line "Registre d'actions" gets translated to "Registre d"actions" which causes the JSON parse function to throw an error.

I think that this is more of a Magento bug then a problem with the language pack but I would like your input.

Same issue if you use dutch as admin language.
