Magento 2 GeoIP extension is an optimal solution for generating awesome customers’ experiences. It records the customers’ IP addresses then use it for navigating them to the suitable store locations, languages and currencies promptly.
I have installed the GeoIP module in Magento v.2.3.2, then in Stores -> Configuration -> Mageplaza Extensions -> GeoIP
(with Store View: Default Config)
when I click the button "Download Library" I get the error:

I have not enabled GeoIP (because there is a warning: "Please download library before enabling GeoIP").
