safe for Altitude mode #147

What steps will reproduce the problem?
1. switch Altitude Hold before power up the system (accidently)
2. Switch on APM and push Yaw at right... the arducopter start the engine 
imedialtly with the trotlle stick at 0%

What is the expected output? What do you see instead?

I had a small accident this weekend by making this error (my mistake, altitude 
switch mode when i power the arducopter)

maybe you can had a safe procedure, for altitude mode, it can t operate if the 
trottle at 0%?

What version of the product are you using? On what operating system?

APM_Mission_Planner04.24 arducopter 2.0

Please provide any additional information below.

I have this safety already for Autopilot mode. I'll look into adding it to the 
other modes. Thanks and hope everything was OK.
