Data collected by Pyte [1] [2] and Vilius gives us the following Shield Slam hit table:

Target at +3 levels, +5 weapon skill (5.50% crit chance, n=2270)

• Hit: 66.65% ±1.98% (1513)
• Crit (Overall): 2.42% ±0.65% (55)
• Crit (Two-roll): 3.26% ±0.86% (55)
• Miss: 6.30% ±1.02% (143)
• Parry: 13.88% ±1.45% (315)
• Dodge: 5.51% ±0.96% (125)
• Block: 5.46% ±0.95% (124)

While the sample count is low, looking at the chance to miss shows us that Shield Slam is most likely affected by weapon skill since we expect to see 6% chance to miss here.
