CC breaking on Damage Thresholds/Mechanics

• In TBC, critical hits should no longer provide an increased chance for a spell to break (beyond the damage increase).
• To compensate, targets above lvl 60 should have a slightly higher chance to break out of CC when they take damage
• DoTs should still have a lower chance to break CC
• Sap should no longer have a heartbeat resist check
• Hard cap of 12 secs for CC in PVP
