As can be seen in the video below, if you equip a weapon type that gives racial expertise and then log off, when you log back in the racial expertise is not being applied until you switch your weapons around or unequip/re-quip them:

I also tested this on a human warrior with a 2H mace and after relogging I had 0 expertise instead of 5 until I unequipped and re-equipped the mace.
