Expertise rating is still being truncated #25

EJ's Retesting hit table assumptions shows that expertise rating should no longer be truncated.

Testing on a level 70 warrior with 1.5% dodge reduction from talents (1/2 Weapon Mastery, 1/2 Strength of Arms) and 55 expertise rating (~3.49% non-truncated, 3.25% truncated), I got 19 dodges in 8914 swings (0.21% vs. 0.012%), so in this case expertise rating is pretty clearly truncated.

I don't have access to a level 80 toon, so I can't retest against a level 83 boss dummy. 0 expertise + 213 expertise rating should have 1 expected dodge per ~24k swings, 5 expertise + 172 expertise rating (per ~22k swings), 10 expertise + 131 expertise rating (per ~20k swings), and 15 expertise + 90 expertise rating (per ~19k swings). These are the most effective testing points.

Re-tested with build 45435, expertise rating is still truncated. With the same setup as above, I had 37 dodges in 12810 swings (0.29%). Non-truncated, we'd only expect 1 dodge per 8200 swings.

And re-tested with build 46158, finding 53 dodges in 15733 swings (0.34%), unchanged.

Tested on 3.4.1.48632 and it appears to still be truncating (I've gotten 6 dodges in ~3000 swings) using a DK (5 expertise from talents + 172 expertise rating)
