As Music dept head, I want the system to not try to charge band members after they fill out their info #92

Last year, after creating a Band (not marking a group as a band) and sending out claiming links, band admins were told by band members that the system would try to charge them after they claimed a badge.

I expect this is fixed by now, but logging it here in case it's not.
