As a department head without permissions to hotel information, I should not be able to view roommate/anti-roommate requests #84

When filling out the department head checklist, I am sent to /uber/hotel/requests?department= to approve or deny setup and teardown requests. As I am a department head without the "(STOPS-only) Staff Rooms" permission, I should not be able to view the Roommate Requests, Roommate Anti-requests, and Special Needs fields.
