configspec.ini should probably have a new game_review_status added for "The game probably works, but I don't have the ability to play". Right now the only options are "I could play it" (at which point it MUST be scored), "it was broken", "the link was bad", and "the code was bad". This status should probably have a special case added mandating it to be unscored.
In a perfect world, this new status would probably automatically re-assign it to somebody with the appropriate capability (per #17).
