Somehow stop puppet from telling supervisord to restart uber_daemon during a deploy #184

Note: this is a follow-on task from https://github.com/magfest/production-config/issues/116. We've disabled the autoreloader in production, but our deploy script still restarts the uber_daemon at an inconvenient time.
