Shifts can't start on the half-hour mark #112

We now have a department (MEDIATRON!) that wants shifts to start on the half-hour mark. There's another department (Autographs) that hasn't asked for this but could probably use this as well.

This is probably low priority, but there's no reason not to support it.

With Consoles doing their +15 minutes for their staffers.... havning 1/2 hr shifts would give then the overlap they are looking for as well.
