Add Roles for Resource Management #3053

Resource Management would like the following roles added to every department, similar to the Trusted role.

Cash/MPoint Administrators: Individuals who make decisions who can make decisions concerning cash and MPoints.

Cash/MPoint Receivers: Individuals who can receive cash and MPoints on site.

Does not have to be done before Prime.

Huh, it'd be interesting if there was a way to add 'global roles' that get auto-added to new departments. I think right now we'd have to do it manually.

Yeah, global roles. Gotta keep that idea in mind 😄
