Department head 'custom ribbons' has vague wording

It looks like the description text for custom ribbons in the Department Head Checklist was taken from my email to everyone last year:

Some departments use ribbons to denote extra access levels within your department (NOT as rewards to make people feel special). Custom ribbons for you comes out of my department's budget, so please only request them if you really need them, in which case let us know: what they should say, how many you'll need, and whether you have any special requests for them (e.g. make them pink and sparkly).

The specific problem here (besides, perhaps, some tonal issues...) is the line:

Custom ribbons for you comes out of my department's budget,

Obviously, being in a page instead of an email, "my department" is.. not defined. :)

New text proposal:

Besides the ribbons given out at registration, you may need your own ribbon type to help manage access to certain restricted areas. If so, please let us know what they should say, how many you'll need, and what color you'd like them to be. These ribbons will be given to you at the beginning of {{ EVENT_NAME }} to distribute to whomever needs them.

I'd also like a note added to the bottom of the form page that says:

Note: Small orders of ribbons are very expensive - please request a ribbon type only if you need it, and tell us why you need it so we can make sure there's no duplication between departments.

What do you mean by being flexible? We're not flexible! We're harsh and we'll reject any ribbons that can't justify themselves! D:<<<

Um, them being flexible, specifically about possibly combining ribbon requests, ending up with a different label, etc.

btw, sidenote about the budget: this comes out of the 'registration supplies' budget which basically IS the manufacturing budget for everything except merch and tshirts
