I would much prefer this to be done in Admin Notes. Let's try to minimize the additional fields we add at this time, since badges/registrations are getting majorly refactored after M13.
This makes sense, and discourages wristband waives.
As a security/ops staffer, I think it would be important to indicate that an attendee or staffer has refused a wristband initially when they arrive onsite and check in. This would assist with reissue/security issues, as some people waive/refuse their wristband.
Alternative, make notes in admin section on refused or reissued wristband.
If this is not feasable to implement, please ensure reg has a directive for staffers to document a wristband refusal/reissue in Admin notes
