Added kean-specific jenkins file #2122

This should run the few steps specific to kean.

I've put this in tools/Jenkinsfile-PR, I don't know if it matters where it is located.

When configuring the job in jenkins you set the path for the jenkinsfile. I think keep the jenkins file in this path in all our repos.

Ah in other repos it's tools/jenkins/..., I will do the same here
