Implement StatFunction interfaces and some implementations #438

Component of #437

Should implement the following components:

StatFunction interface
SingleReadStatFunction/PairEndReadStatFunction interfaces for concrete implementations.
Example implementations for both of them: indel/softclip counters and tag counter

This should be able to be integrated with a future plugin (TODO: open issue) and thus implementations should have argument annotations and empty constructors.
