Move repository health files to directories and add a link to the license in the README #65

The commit names are pretty self-explanatory, but I moved the code of conduct, PR template, issue template, and CONTRIBUTING.md to folders so they weren’t in the ‘root’ of the repository (can’t remember the word if there is one). I also added a link to the LICENSE file at the bottom of the README.md, as well as re-wording that line since it wasn’t worded the best (it said license twice consecutively).

Let me know if I need to make any changes :)

I’d also like to change the create_tags file to have a .sh file extension, however I feel like that’s out of the PR scope (in my opinion), but also isn’t worthy of a separate PR. Would I be allowed to change that in this PR? Also, would I be able to update this repo’s issue template to the new issue template workflow?
