[PLACEHOLDER] Channel Selection Algorithm

Placeholder task that should be broken down into smaller chunks. But the work around implementing channel selection for CA and/or redundancy should include:

• [TBD] Move AMC to orchestrator, so that AMC gets direct access to DB without RC
• Rewrite of channel selection means we need to store all available grant candidates after Spectrum Inquiry preprocessing. Will involve changing/adding stuff to DB (possible solution would be to store a Mask or available freq mid-points in band 48)
• Write the algorithm using the new available channel data structures
• Modify AMC to support requesting for 2 grants
• Add all the extra logic to AMC that supports various cases described in the documentation (like for example, relinquishment of all single grants, to left with just 1 - band cleanup)

Pre-estimating this whole scope of work at 40, but I might as well be more. However, once tasks are separated, we would be able to more clearly visualize and track the progress.
