Use pyproject.toml instead of setup.py #111

Hi! What about to use pyproject.toml?

There where issues with which tools would read configs from setup.cfg, pyproject.toml or own config file. Also the authors name has UTF-8 characters, which cased issues.

I will have to revisit this
