[minor] british spelling for LICENCE #115

you are using British spelling for the name of the file LICENCE, the american spelling is LICENSE. It's confusing for packagers, it's not a pointless issue.

the whole repo consistently uses British spelling. And as GitHub is fine with it and can detect both version without issue, I am not really in favor of changing this
