allscheduleon allscheduleoff command line commands not working

What steps will reproduce the problem?
1. setup several scheduled cameras
2. make sure scheduled cameras are off in ispy
3. run ispy.exe commands "allscheduleon" from command line
4. scheduled cameras should turn on but nothing happens
5.  the same thing happens with "allscheduleoff" except when the cameras are on 
and the command is run, the cameras do not turn off

What is the expected output? What do you see instead?
expected output is that the scheduled cameras should turn on or off depending 
on the command run but nothing happens and no error message is shown.

What version of the product are you using? On what operating system?
iSpy v4.5.4.0 with Windows XP SP3 with all the latest hotfixes

Please provide any additional information below.
I am not sure if I am running the command properly.  If I am mistaken, please 
let me know.

The HTTP command for allscheduleon and allscheduleoff are also not working in 
4.5.4.0.

The HTTP record comand also is not takeing the paramaters its turning all units 
on.
