Vamp Universe package does not work with DC/OS 1.10.x #1035

Our current Vamp Universe package is still on Vamp 0.9.4, this works fine with DCOS 1.8/1.9 but does not work with DCOS 1.10.

We need to update the Universe package to the 0.9.6 version of Vamp, and make sure this works with both DCOS 1.9.x and 1.10.x

We will create release a new Vamp Universe package as part of 0.9.6.

We will create a new universe package for 0.9.6. I think the issue is take the 0.9.4 package doesn't support the universe 4.0 schema.

The 0.9.6 universe package should be a quickstart for DC/OS and should include a db and Elasticsearch as well as lifter and vamp.

This issue cannot be resolved until 0.9.6 release has been finalised.
