Configs Outside of Content-Set Data Are Reloaded Along w/ CSD #131

When a CSD artifact (i.e. field) is updated in the web ui, all config elements in the modal are reloaded. This leads to bad UX since it will erase any non-related changes the user may have already made within the modal.

To improve this, we should narrow the scope of the reload performed on the modal data after post-artifact-creation.

This issue has regressed with the current version in staging (741b42591d3dd874a3c90325e7933cdf23ecf309 ).
