Remove Autosave-on-Change Feature For Tuning Config Edits #144

UI testing has shown that it's not apparent to users how to save settings in the current state where there's a 3s timeout after a change is made to a config before autosaving.

Along with confusing users, it also means that users cannot make incremental edits and save all at once if they choose/need to. All configs will now use the clear/save buttons in use w/ modals for adds.
