Automatic messaging for translators #154

Translators should receive an automatic message whenever something needs to be edited or translated

consider that this may spam translators when multiple edits happen in quick succession. so I guess it should happen in an interval. what kind of automatic message? mail? if so one might also think about disabling this functionality.
