Add land restore functionality #24

Add functionality to restore land to it's state pre faction claim. Integrate with FactionsTax? Do this upon unclaim?

I am currently looking for a wilderness recovery plugin. I used this plugins before

but are now abandoned. It would be good if a plugin for the regeneration of the wilderness supported the factions.
