Superputty Error on first startup on new system #231

What steps will reproduce the problem?
1.
2.Unzip Superputty 1.3.08.02
(fresh install never used supperputty before on this system
3. Try to start superputty
4. Same Error as in issue 220 which should be solved in 1.3.8

OS WINXP German Settings

What is the expected output? What do you see instead?
Startup supperputty --Error message

What version of the product are you using? On what operating system?
OS WINXP German Settings Superputty 1.3.08.02

Please provide any additional information below.

manipulate the config file 
cleared items action_* _shortcut
wrote in the keys wanted
deleted the items same error

can you post you app log from %TEMP% when you crash?

my DSL Router had a hardware error.
