Add hybrid examples and some refactors

I'm making this a draft for now as I'm not sure how we should integrate those hybrids. Just leave them as examples?

• Implements Simulated Annealing
• Adds inertia weight adaptation strategies for PSO
• Turns Extractor into a real trait
• Renames some things I think make more sense this way (e.g. PsoState to ParticleSwarm)
• Implements three PSO hybrids

I would prefer integrating the components as usual. There might be other algorithms where we need them.

At some point, we need to think about how many examples we want in this repostory. I think those from the initial publications are fine, but we do not want every example we ever created in here.
