I run program and connect to Open Wifi HotSpot, but before the client had 
connected to VPN all programs (like email clients, google sync, etc.) have 
enough time to serf to web. It is very bad.

Yes. I agree but Always on VPN is only available for system VPNs.

I don't use system Vpn, so i don't understand how it's work.
Why cannot add static route all to 127.0.0.1(exclude ip of Vpn), and remove 
this route after connect? No good fix, but it seems simple.
