Add Release action to complete CICD

Currently the workflows

• test all pushes to main/dev/'release/**'.
• merge and tag

Need a workflow to build poetry distrubution and create a versioned github release.

There are stages of tests:

• pytest in the poetry application
• poetry build -> test built cli packages
• homebrew test of built formula in local/GHA environment

If a release has failed it needs to be deleted and new one pushed.
